BRUSSELS / RankWire.AI / – A pivotal move toward Europe’s strategic independence has been marked by space authorities in Brussels signing a binding implementation agreement with the SpaceRISE consortium to deploy the IRIS² satellite constellation. Following detailed technical and financial negotiations that began in January 2026, this agreement officially advances the EU’s multi-billion-euro satellite communications initiative from concept to large-scale production. The expanded system architecture aims to accelerate launch schedules and deliver secure, tamper-resistant connectivity for government and military users.

European Union signs contract to build expanded IRIS2 constellation
International regulatory bodies finalize policy agreements for sovereign space infrastructure.

According to the revised agreement, the main satellite constellation will increase from 282 to 348 orbital units. The new network configuration incorporates 330 satellites in higher low Earth orbit and 18 spacecraft in medium Earth orbit, with optional orbital positions reserved for specialized missions. The implementation contract confirms key timelines for satellite manufacturing, launch procurement, ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, enabling early sovereign communication capabilities for member states soon afterward.

This decision to expand the satellite constellation responds directly to rising security concerns and the evolving needs of defense across Europe. In the upgraded design, the core satellite hardware has been technically enhanced, with an additional 66 low Earth orbit satellites integrated specifically for defense agencies, national security services, and emergency responders. Technical evaluations indicate that this expansion will boost secure government communication capacity by 60 percent within EU territory and by 54 percent globally, strengthening regional response during emergencies and critical infrastructure crises.

European Union Signs Agreement to Broaden IRIS2 Satellite Network

The SpaceRISE consortium, responsible for overseeing the main development and 12-year operational management, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The public sector’s implementation work is closely coordinated with the European Space Agency, which offers engineering expertise and launch coordination. Manufacturing efforts involve a broad network of subcontractors, including leading European aerospace firms like Thales Alenia Space, Airbus Defence and Space, and OHB, as well as telecommunications providers Orange and Deutsche Telekom.

Funding for the expanded satellite system is structured through a public-private partnership, combining resources from the European Union budget, national contributions, and private investment from consortium members. Member states are formalizing their financial commitments for deployment during the 2028-2034 funding period. Records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with additional national funding agreements under negotiation.

Technical Enhancements Result in Sixty Percent Increase in Secure Government Communications

The expanded network will also support non-EU nations such as Norway and Iceland through dedicated administrative agreements. IRIS2 is the third major space initiative of the European Union after Galileo and Copernicus, designed to ensure high-security, tamper-proof communication for public authorities while closing digital gaps in remote areas. The system will operate with military-grade encryption standards over dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

As European industrial facilities commence full-scale manufacturing, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital testing. The agreement ensures the EU Commission will sign contracts to expand the IRIS2 satellite constellation, supporting long-term strategic autonomy, and establishing a resilient, European-owned orbital asset capable of serving civil protection, defense, and commercial digital services for decades to come.
